            Subject: Fw: best way to lock your car,

                          It is very troubling what lengths people will go
to, to steal something! Most of the time I lock
my car on the door lock inside when I exit the
car.  Little did I know that that is the best
way to lock your car, according to what a friend
sent me on the internet.  Read on.

While traveling, my friend stopped at the roadside rest stop with
bathrooms, vending machines, etc.  He came out to his car less than 4-5
minutes later and found someone had gotten into his car, and stolen his
cell phone, laptop computer, GPS navigator, briefcase.....you name it.  He
called the police and since there were no signs of his car being broken
into.  The police told him that there is a device that robbers are using
now to clone your security code when you lock your doors on your car using
your key-chain locking device (transmitter). They sit a distance away and
watch for their next victim.  Since they know you are going inside of the
store, restaurant, or bathroom, it gives them a few minutes to steal and
run.

The police officer said to be sure to manually lock your car door by
hitting the lock button inside the car, that way if there is someone
sitting in a parking lot watching for their next v ictim, it will not be
you.

When you hit the lock button on your car upon exiting...it does not send
the security code, but if you walk away and use the door lock on your key
chain, it sends the code thru the airwaves where it can be stolen.

I just wanted to let you know about this...it is something totally new to
me...and this is real...it just happened this past Thursday.

So be aware of this and please pass this note on...look how many times we
all lock our doors with our keys (transmitters)...just to be sure we
remembered to lock them....and bingo the guys have our code...and whatever
was in the car...can be gone.  Keep safe everyone!

            1. Ever heard of the Bakken Formation?   GOOGLE it.  It will
blow your mind.

            The U.S. Geological Service issued a report in April ('08)
that only scientists and oilmen/women knew was coming, but man
was it big. It was a revised report (hadn't been updated since
'95) on how much oil was in this area of the western 2/3 of
North Dakota; western South Dakota; and extreme eastern
Montana ... check THIS out:

            The Bakken is the largest domestic oil discovery since Alaska
's Prudhoe Bay , and has the potential to eliminate all
American dependence on foreign oil. The Energy Information
Administration (EIA) estimates it at 503 billion barrels. Even
if just 10% of the oil is recoverable... at $107 a barrel,
we're looking at a resource base worth more than $5.3
trillion.

            'When I first briefed legislators on this, you could
practically see their jaws hit the floor. They had no idea.'
says Terry Johnson, the Montana Legislature's financial
analyst.

            'This sizable find is now the highest-producing onshore oil
field found in the past 56 years,' reports The Pittsburgh Post
Gazette. It's a formation known as the Williston Basin , but
is more commonly referred to as the 'Bakken.' And it stretches
from Northern Montana, through North Dakota and into Canada .
For years, U.S. oil exploration has been considered a dead
end. Even the 'Big Oil' companies gave up searching for major
oil wells decades ago. However, a recent technological
breakthrough has opened up the Bakken's massive reserves...
and we now have access of up to 500 billion barrels. And
because this is light, sweet oil, those billions of barrels
will cost Americans just $16 PER BARREL!

            That's enough crude to fully fuel the American economy for 41
years straight.

one should - because it's from TWO YEARS AGO, people!]

            -500-times as much oil as Yemen - and it's all right here in the

            Western United States.

            HOW can this BE!? HOW can we NOT BE extracting this!? Because
some goofy politicians have blocked all efforts to help
America become independent of foreign oil.

            James Bartis, lead researcher with the study says we've got
more oil in this very compact area than the entire Middle East
-more than 2 TRILLION barrels. Untapped. That's more than all
the proven oil reserves of crude oil in the world today,
reports The Denver Post

Think again! It's all about the competitive marketplace, - it

            [Got your attention/ire up yet? Hope so! Now, while you're
thinking about it ... and hopefully you’ll do this:

            3. Take a couple minutes and compose an e-mail; fax or good
old-fashioned letter to all your friends and associates. Alert
them to the fact that unethical politicians  have been and
will continue to obstruct all plans to make America 
independent of foreign oil.  Something has to be done and NOW.

            If you don't take a little time to do this, then you should
stifle yourself the next time you want to complain about gas
prices .. because by doing NOTHING, you've forfeited your
right to complain.

I was in the store the other night waiting my turn in line, when a frantic woman carrying her toddler came running up asking where customer service was.  I pointed it out and off she went, then several of her friends followed in a panic. They then started pacing the aisles calling out the names of the children missing.

I knew that look, its sheer terror the moment you dont know where your child is, have they wandered off or has some evil person walked off with them?

I soon saw that they had all regrouped and everyone looked calm and happy once again, but I wanted to butt in, maybe put myself in someone elses business, but this time I decided not to.

As I was driving home it occurred to me,this is an important issue.  I talked to my  kids about everything. Things that do happen, things that have happened, and things that might possibly happen. Then I decided to arm them with knowledge of what to do just in case they found themselves in just such a situation..

If you are in a store of course you are supposed to keep your children with you at all times but I have seen a well intentioned family member give the kid a break and let them down out of the cart to get a closer look at a toy and instantly they are gone.

I came up with a plan for us one that they knew from front to back word for word.  If we got separated, first thing was to call out MOM or my name, then find a person that works for the store  and if they cant then find customer service or security, and let them know that you are missing your parent, could they page your parent for you.

NEVER I repeat Never, go with a stranger that says that the parent sent them to get them for her. Because under no circumstances would it be anyone other than me, their dad or their grandma that might be picking them up.  BUT  in the off chance that something bizarre happened and one of us couldnt make it, to never get in with the person unless they had the special word. (now this was a word I let my children make up, so it meant something to them) one that no one else was told ever and not an easily guessed everyday word.  (I had heard the story of Steven a little boy that went off with a man that lied to him and told him that his parents had to leave but asked this man to keep him, and then he slowly proceded to brainwash this boy for years and was using him for perverted stuff and pictures and such.

It is very important for parents to try to cover all the bases, about the weird and strange and not so nice things that happen in this world to children everyday, Let them be prepared, what to do if someone grabbed them, scream and kick and let anyone else around know that they did NOT want to go with this person.  I told them to stick their fingers or thumbs into their abductors eyes if they had to to get away. (funny thing, even after all that my kids said "but mommy if I do that I could poke his eyes out" I said yes honey and if this person is grabbing you taking you somewhere you dont want to go, just what do you think they are going to do to you? They are planning on hurting you, so you hurt them first and get away and run like crazy, Then get to a safe place, knock on neighbors doors or police or security something like that.

I hated having to tell my kids that there are mean and awful people in this world, and that it isnt  all a warm and fuxxy place full of love and caring people, but in reality it isnt.

So parents, work out a plan with you kids much like the plan you have worked out on how to get out of the house if there should be a fire, the excape route, crawling low on the floor, dont open a door that feels hot to the touch, try to get to a window and kick it out and the screen out if possible. Call 911 if you can get to a phone and if you dont have enough time just let the phone dangle, the operator can usually track where the call is coming from.

Also if you can first place to go in a store is the entrance and exit to make sure no one leaves the store with your child, and let every one know that you are looking for a child and the description.  My son was missing for about 45 seconds, come to find out he walked a few aisles over and was talking to a store clerk that was busy working.

Sound like I over reacted? Well she told me that it had happened not so long before that a little girl slipped away from her parents that acted quickly like I had and they found the little girl, in the mens room with a man that was cutting off all her hair and had boys clothes to dress her in. They were very lucky.

You dont have to nag them, kind of make a game of it. let them pick out their own safety route, the secret name and so on but to stick to it,and remind them from time to time when you are going shopping, what to do.

Some of you have probably already thought of this and already had these talks with your children, but for those of you that havent, like tha frazzled lady I saw and the Walmart, maybe its time you do have the safety talk.

Mountaintop removal mining is devastating and permanent - please sign our petition and help put a stop to the irreversible damage caused by this form of mining.

 

Mountaintop removal mining is exactly that, instead of digging tunnels to mine for coal, the tops of whole mountains are blown off with explosives to expose the seams of coal hidden underneath. Beautiful mountain ranges are reduced to leveled worksites while the dirt, rock, trees and other debris are bulldozed into the surrounding valleys, blocking and contaminating local rivers and streams, flooding and polluting the water in local communities, and threatening countless animals and plants.

This practice was banned for over a quarter of a century until President Bush legalized mountaintop removal mining again in 2002. It is now estimated that this process will destroy more than 1.4 million acres of American mountain ranges, chiefly in the Appalachian area. That’s why I am asking you to please act now and sign our petition urging Congress to stop this deadly practice.

To make it more difficult for the coal mining companies to use mountaintop removal, we are pushing Congress to pass the Clean Water Protection Act. This important legislation, if passed, will make mountaintop removal impossible by preventing mining companies from dumping their waste into the surrounding valleys and the rivers and streams which flow through them. Since there is nowhere else to dump the resulting huge deposits of waste, the practice will become impractical to continue.

Help us bring a permanent end to this process - tell your representatives to pass the Clean Water Protection Act - now!

The Coal Industry has financed an army of lobbyists and a major ad campaign to sway the opinion of lawmakers and the public to their side. You may have seen one of the many “Clean Coal” television ads that have saturated our airwaves in recent months. But simply adding the word “clean” or any other positive adjective to the word “coal” doesn’t change the many negative unhealthy effects of this dirty fossil fuel.

Fact is, coal emissions are the top contributors to global warming. Increasing our dependence on coal will intensify and expand the effects of global warming. That’s why we must oppose mountaintop removal coal mining. Please sign our petition and put a stop to mountaintop removal - right now!

                Washington , D.C. , July 27, 2008 : “The ferocious costs of the Iraq and Afghanistan wars have virtually drained the U.S. Treasury and I learn now that the IRS has been handed its marching papers by the Administration to find and deliver to the aforesaid Treasury, as much money as they can squeeze from delinquent taxpayers. A new bill allows the IRS unlimited access to all American credit card accounts (the government is especially interested in people buying gold) and many, many Americans who are self-employed will be investigated thoroughly. A report just issued says that that there is at least $60 billion in unpaid taxes due. The IRS is now also interested in the field of fine art because many people are “investing” in art in the hopes of protecting assets they do not want the IRS to discover (and tax). One Swiss bank loophole has been closed (but there are still many more ways in which citizens can hide their assets) and more are being worked on, even as I speak. Both gold and the art market are the twin areas of new, intense government interest now so don’t tell anyone about that Rembrandt in your living room and buy your gold in small lots from coin dealers (not the ‘Gold Investment’ firms who love big, splashy ads) and pay cash for it. Rare stamps are another good investment and have the advantage of being very portable and are easy to hide. Oh and insurance companies that insure art are being approached to open their files to the IRS investigators. Next, they will be slapping a tax on sex and you can expect drooling investigators to be hiding under your beds with cameras, tape recorders and rubber gloves!”

in garages.  7. The FBI reports half of all gang members in Los Angeles

all occupants of HUD properties are illegal.
9. 21 radio stations in L. A. are Spanish speaking.
10. In L. A. County 5.1 million people speak English, 3.9 million speak
Spanish.  (There are 10.2 million people in L. A. County. )

welfare. Over 70% of the United States' annual population growth (and over
90% of California, Florida , and New York) results from immigration.  29%

This is only one State............... 

One day while shopping at the store my son disappeared out of my vision, I told my mom to look and I ran to the front of the store to watch the exits. I told employees on the way what was happening.

Later I was told what a good idea it was to get to the exits, but that they had a time when they had found a little girl in the mens room someone had already cut her hair short and had clothes ready to dress her up as a boy.

I guess this must be a common occurance so I will share this one with you.

I was at home in Boise when I heard the news Friday: A federal judge has restored endangered species protections for wolves in Greater Yellowstone and the Northern Rockies. 

The ruling by a district court judge in Montana could save the lives of hundreds of wolves by stopping this fall's planned wolf sport hunting seasons in Idaho, Montana and Wyoming.  

I want to thank you for the crucial role that caring people like you have played in this initial victory.

It’s a huge win that couldn’t have happened without the thousands of Defenders activists and donors who have worked to support our efforts here in the Northern Rockies by contributing money to our Wolf Legal Defense Fund, supporting our on-the-ground work and much more.

But we still have a long fight ahead of us.

Idaho Governor C.L. Butch Otter -- who said last year that he wanted to be one of the first in the state to shoot a wolf -- immediately criticized the judge’s ruling to restore protections for wolves. Wyoming’s Governor has vowed that his state will fight the ruling.

Idaho Anti-Wolf Coalition leader Ron Gillette was even more direct, telling a local reporter that "[i]t is going to be all-out war."

Rest assured, Defenders of Wildlife will keep fighting for wolves in Greater Yellowstone and the rest of the Northern Rockies by continuing to...

• Make the case in court to restore full protections for these endangered wolves;
• Pay for guard dogs, range riders, turbo fladry fencing and other non-lethal wolf management strategies to keep livestock and wolves safe; and
• Combat distortions and misperceptions about wolves to build tolerance and understanding for the vital role that wolves play in healthy ecosystems.

 we have a tough fight ahead of us. For now, please accept my sincere gratitude for all you’ve done to help us save wolves.

We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington , DC , filled to capacity by many of America 's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, 'Mexifornia,' explaining how immigration - both legal and illegal was destroying the entire state of California . He said it would march across the country unti l it destroyed all vestiges of The American Dream.

Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America The audience sat spellbound as he described eight methods for the destruction of the United States He said, 'If you believe that America is too smug, too self-satisfied, too rich, then let's destroy America It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.''

'Here is how they do it,' Lamm said: 'First, to destroy America , turn America into a bilingual or multi-lingual and bicultural country.' History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar, Seymour Lipset, put it this way: 'The histories of bilingual and bi-cultural societies that do not assimilate are histories of turmoil, tension, and tragedy.' Canada , Belgium , Malaysia , and Lebanon all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, and Corsicans.'.

Lamm went on: Second, to destroy America , 'Invent 'multiculturalism' and encourage immigrants to maintain their culture. Make it an article of belief that all cultures are equal. That there are no cultural differences Make it an article of faith that the Black and Hispanic dropout rates are due solely to prejudice and discrimination by the majority. Every other explanation is out of bounds.

Third, 'We could make the United States an 'Hispanic Quebec' without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the Atlantic Monthly recently: 'The apparent success of our own multiethnic and multicultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentricity and what it meant to be an American, we are left with only tolerance and pluralism to hold us together.'

Lamm said, 'I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have various cultural subgroups living in America enforcing their differences rather than as Americans, emphasizing their similarities.'

'Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated, and antagonistic to our population. I would have this second underclass have a 50% dropout rate from high school.'

'My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of 'Victimology' I would get all minorities to think that their lack of success was the fault of the majority. I would start a grievance industry blaming all minority failure on the majority population.'

'My sixth plan for America 's downfall would include dual citizenship, and promote divided loyalties I would celebrate diversity over unity. I would stress differences rather than similarities. Diverse people worldwide are mostly engaged in hating each other - that is, when they are not killing each other. A diverse, peaceful, or stable society is against most historical precedent. People undervalue the unity it takes to keep a nation together. Look at the ancient Greeks. The Greeks believed that they belonged to the same race; they possessed a common Language and literature; and they worshipped the same gods. All Greece took part in the Olympic games. A comm on enemy, Persia , threatened their liberty. Yet all these bonds were not strong enough to overcome two factors: local patriotism and geographical conditions that nurtured political divisions. Greece fell. 'E. Pluribus Unum' --From many, one. In that historical reality, if we put the emphasis on the 'pluribus' instead of the 'Unum,' we will balkanize America as surely as Kosovo.'

'Next to last, I would place all subjects off limits; make it taboo to talk about anything against the cult of 'diversity.' I would find a word similar to 'heretic' in the 16th century - that stopped discussion and paralyzed thinking. Words like 'racist' or 'xenophobe' halt discussion and debate. Having made America a bilingual/bicultural country, having established multi-culturism, having the large foundations fund the doctrine of 'Victimology,' I would next make it impossible to enforce our immigration laws. I would develop a mantra: That because immigration has been good for America , it must always be good. I would make every ind ividual immigrant symmetric and ignore the cumulative impact of millions of them.'

In the last minute of his speech, Governor Lamm wiped his brow. Profound silence followed. Finally he said,. 'Lastly, I would censor Victor Hanson Davis's book 'Mexifornia.' His book is dangerous. It exposes the plan to destroy America If you feel America deserves to be destroyed, don't read that book.'

There was no applause. A chilling fear quietly rose like an ominous cloud above every attendee at the conference. Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today. Discussion is being suppressed. Over 100 languages are ripping the foundation of our educational system and national cohesiveness. Even barbaric cultures that practice female genital mutilation are growing as we celebrate 'diversity.' American jobs are vanishing into the Third World as corporations create a Third World in America - take note of California and other states - to date, ten million illegal aliens and growing fast. It is reminiscent of George Orwell's book '1984.' In that story, three slogans are engraved in the Ministry of Truth building: 'War is peace,' 'Freedom is slavery,' and 'Ignorance is strength.'

Governor Lamm walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy is deeply in trouble and worsening fast. If we don't get this immigration monster stopped within three years, it will rage like a California wildfire and destroy everything in its path especially The American Dream.

6-17-8  Brian Williams reported to the nation last month that Detroit, Michigan high schools suffer a 76 percent drop-out/flunk-out rate for high school seniors.  All totaled, 1.2 million eighteen year olds hit the streets functionally illiterate annually. In Denver, Colorado, 73 percent of children live in poverty.   U.S. Representative Tom Tancredo said, "Immigration, both legal and illegal, is the cause of a significant part of Colorado's increase in child poverty."   The number of children under the age of 18 living in poverty increased from 104,000 in 2000 to 180,000 in 2006, in Colorado. Colorado led the nation in child poverty, yet features only 4.6 million people-except---that state houses 500,000 and as high as 695,000 illegal alien migrants. Colorado schools suffer 43 different languages, which cause havoc in classrooms. One in five teachers quits or transfers out of Denver Public Schools every nine months. (Source: Rocky Mountain News)   "It is irresponsible for the media and the governor to not recognize the fact that immigration is largely to blame for this increase," Tancredo said. "If Colorado were actually enforcing its own laws, we would reduce the number of people in the poverty category."   However, Colorado Governor Bill Ritter (D) refuses to enforce H.B. 1023. The legislature passed that law in 2006 to fine and imprison employers of illegal aliens. Ritter won't enforce it while Colorado taxpayers shell out $1.1 billion annually for all services for illegal aliens and their children.   The president of the Colorado Children's Campaign gave a lame excuse, "changing demographics of the state." As in Detroit, Chicago, New York, Dallas, Houston and Los Angeles, political correctness disavows the reason for a total breakdown in U.S. schools and accelerating poverty.   "The research is clear," Tancredo said. "An increase in immigration leads to an increase in poverty. If we truly want to do something about poverty in Colorado and our nation, we must stop importing poverty.  We must begin enforcing the laws, primarily against hiring illegal aliens, which will force self-deportation of others in that category."   How fast do immigrants and illegal migrants pour into the United States? For a stupefying understanding of the numbers, every 30 days, 182,000 to 200,000 legal immigrants and illegal aliens arrive in America. To give you an idea of how many people that represents: those immigrants fill two 100,000 seat Pasadena Rose Bowls. At the end of the month, they empty into the streets, communities and states of America at a cost of $346 billion annually to U.S. taxpayers. t.com) They overload schools, hospitals and prisons. Even the legal immigrants tap into billions of dollars for resettlement into this country.   During the next month, two more Rose Bowls fill up! Again, they empty out into America, month in and month out, year in and year out.   Across the nation, every aspect of immigration impedes America's ability to solve poverty, create jobs, maintain living wages, sustain viable educational standards and keep pace with prison populations.   Both legal and illegal immigrants arrive from third world countries with cultures and educations that remain incompatible with America's first world culture.   As those immigrants receive aid for their problems, The National Coalition for the Homeless, <http://www.nationalhomeless.org/>www.nationalhomeless.
org reported 3.5 million homeless citizens struggled for survival in the streets of America in 2006.  Of that number, 1.35 million consist of homeless children. Reports show 13 million American children suffer daily from malnutrition and hunger in America. A shocking 37 million Americans live below the poverty line, which is 12.7 percent of our population.   As reported by ABC's Charles Gibson, an astounding 28 million Americans live on food stamps in 2008.   In my travels throughout Mexico, I witnessed our future. On the outskirts of Mexico City with 22 million people, in excess of two million people live in cardboard shacks. They squat for their morning constitutional with their chickens. They live in abject misery, filth, disease and hopelessness.   Guess what? They're moving to America. Millions of them!   Third world slums began appearing along our borders (on our side) from Brownsville, Texas to San Diego, California in the 80s. They're called "Colonias," which in Spanish means "new neighborhoods." They feature shacks, no sewers, no streets, no running water, no electricity, toilet facilities or waste pickup.   The New York Times, March 3, 1988, "Along the US Border, a Third World is Reborn," reported, "Colonias are rusted trailers and shacks nailed together from tar paper and packing pallets without indoor toiletswith mounds of uncollected trash that attract ratsthe lack of sanitation has polluted the ground water to the point where many residents drink their own wastethe colonias feature Third World levels of hepatitis, dysentery, diarrhea, skin rashes, cholera and tuberculosisthey are contaminated, explosive, fecal, filthy, illegal, miserable, polluted, powder kegs, putrid, shocking, sick, stench filled, suffering and wrenching."   Since their appearance in the early 80s, according to the Times, the 1988 population totaled 185,000; the 1995 population exceeded 500,000; the 2005 population exceeded 1.5 million. At the current rate of growth, these human misery settlements shall reach 20 million by 2021. Little known to most Americans, Mexico expects to triple their population from 100 million to 300 million in this century. Thus, no end of the line of migrants plodding north to America in search of a better life!   I spent two weeks filming colonias in Texas. I haven't been as sickened to my stomach since my travels in Asia. It's worse than any description the New York Times or I could give you. Colonias represent human misery at its disturbing worst levels.   These slums represent a health hazard of unprecedented dimensions. Given enough time, large areas of southern California, Arizona and Texas will resemble the outskirts of Mexico City. Two decades of denial continues the expansion of American "colonias."   Who becomes the final victim? America and her citizens plunge into poverty via the addition of two Rose Bowls loaded with immigrants every 30 days, month in and month out until our poor and middle class cannot find a job, a home or a place to run from this madness.   Can anyone name a single, solitary reason for continuing this kind of national suicide? Senate Housing Bill Requires eBay, Amazon, Google, and All Credit Card Companies to Report Transactions to the Government

Washington, DC -  Hidden deep in Senator Christopher Dodd's 630-page Senate housing legislation is a sweeping provision that affects the privacy and operation of nearly all of America’s small businesses. The provision, which was added by the bill's managers without debate this week, would require the nation's payment systems to track, aggregate, and report information on nearly every electronic transaction to the federal government.

Call Congress and Tell Them to Oppose The eBay Reporting Provision in the Housing Bill: 1-866-928-3035FreedomWorks Chairman Dick Armey commented: "This is a provision with astonishing reach, and it was slipped into the bill just this week. Not only does it affect nearly every credit card transaction in America, such as Visa, MasterCard, Discover, and American Express, but the bill specifically targets payment systems like eBay's PayPal, Amazon, and Google Checkout that are used by many small online businesses. The privacy implications for America's small businesses are breathtaking."

"Privacy groups like the Center for Democracy and Technology and small business organizations like the NFIB sharply criticized this idea when it first appeared earlier this year. What is the federal government's purpose with this kind of detailed data? How will this database be secured, and who will have access? Many small proprietors use their Social Security number as their tax ID. How will their privacy be protected? What compliance costs will this impose on businesses? Why is Sen. Chris Dodd putting this provision in a housing bailout bill? The bill also includes the creation of a new national fingerprint registry for mortgage brokers.

"At a time when concerns about both identity theft and government spying are paramount, Congress wants to create a new honey pot of private data that includes Social Security numbers. This bill reduces privacy across America's payment processing systems and treats every American small business or eBay power seller like a criminal on parole by requiring an unprecedented level of reporting to the federal government. This outrageous idea is another reason to delay the housing bailout legislation so that Senators and the public at large have time to examine its full implications."

Payment Card and Third Party Network Information Reporting. The proposal requires information reporting on payment card and third party network transactions. Payment settlement entities, including merchant acquiring banks and third party settlement organizations, or third party payment facilitators acting on their behalf, will be required to report the annual gross amount of reportable transactions to the IRS and to the participating payee. Reportable transactions include any payment card transaction and any third party network transaction. Participating payees include persons who accept a payment card as payment and third party networks who accept payment from a third party settlement organization in settlement of transactions. A payment card means any card issued pursuant to an agreement or arrangement which provides for standards and mechanisms for settling the transactions. Use of an account number or other indicia associated with a payment card will be treated in the same manner as a payment card. A de minimis exception for transactions of $10,000 or less and 200 transactions or less applies to payments by third party settlement organizations. The proposal applies to returns for calendar years beginning after December 31, 2010. Back-up withholding provisions apply to amounts paid after December 31, 2011. This proposal is estimated to raise $9.802 billion over ten years.
