Does 20% chance for rain mean that:

1.  it will rain 20% of the day;

2.  20% chance it will rain;

3.  20% chance that the viewing area will get rain;

or none of the above?   Can a meteorologist chime in and tell me what it means?

It means that there is an 80% chance that it won't rain.

IT MEANS THERE IS AN 80 % CHANCE OF SNOW , TORNADO OR METEOR SHOWER TO OCCUR ...

why is there never a 2% 0r a 13% chance of rain. you never see numbers like that on the rain chance in the forecast.

Ha! Sometimes even the difference between 20% and 30% is trivial so I'd hate to explain the difference between 21% and 23%.

Im pretty sure it means, That there is a 20% chance of rain, but only 40% chance of it actually happening in 30% of the city, and only 9% of the viewers will notice that 1% of the rain will include either hail or frogs. I think that adds up to 100% of the odds.
